How come sometimes I can click on the little arrow in the module and get a drop down of actions and other times it does not allow me to get drop down box? I also have a template that has the page names going across the top with a search function etc etc. In that same part of the template is my logo in the right hand corner. In the lay out it does not show this part for me to edit. How do I edit the top header so I can change my logo?

I already tried that and I still get nothing when I click or hover on the little triangles in the modules. Is there anything else that can be causing this? I cannot move or delete any of the modules because of this.
