The page export/import procedure seems to only be for moving pages within a portal.  That is, after I export a page I don't see it in the import list from  another portal.  How can I move a page from one portal to another, within my DNN installation, including all  the modules and content on  the page?

you need to copy files via your desktop from one portal to another

Ok.  So let's suppose I want to move page "QA" from portal 0 to portal 10.  Are you saying:

1. Go to page QA on portal 0
2. Export the page to the Templates folder (Portals/0/Templates).
3. Download the template file from Portals/0/Templates  to my desktop Visual Web Developer 2008.
4. Copy the file locally to Portals/10/Templates.
5. Upload the file to the Portals/10/Templates.

yes, and 6) grant permissions, 7) review module settings and content not to be affected, e.g. by relocated objects (aka new IDs)
