Am bit confused over editing the portal as host user and editing the site as admin user. I have two questions. Can anybody help me on this ?

1)  For example I created a site as http://localhost/dnn  The site "dnn" can be modifed by host (edit portal) as well as admin(site settings).
      So what's the purpose of having two options to edit a site ?
2)  For creating a new site (let say dnn1) do I need to first login as admin and then use the site wizard option or  login as host and then use 
      the create new portal? what's difference between creating a site using admin site wizard and host create portal option?

The point of the two accounts, is one has higher permissions than the other. Host is a super user, and can edit content on every site within the DotNetNuke instance. An admin account is specific to the portal.

The host must create the portal first, and can apply the template during the creation of the portal. An admin can run through the wizard after the site has been created and apply another template that has been available to them.
