Editor.css can go in either the Portal root or the Skin folder for each individual skin.  - there was a bug in a previous version of the radeditor that meant the module was not properly picking up the right folder.  but i believe that has been fixed in the most recent release.

if you want editor.css to be located in Portal root you put editor.css into the html editor manager.  if you want editor.css to be located in the skin root you put /editor.css into the html editor manager.
