I have just begun working with DNN on a project to redesign a pre-existing site for an agency. I have found that all of their site tabs have the DNN icon and I want to change them to an agency icon. For whatever reason, I am unable to get the changes to stick. I have followed all of the steps using the page settings, etc. But no luck. Does this have something to do with a "master template that was used to create the site?

 I think you may be on the right track as, if I wanted to control part of all tab / pages, I would alter the default page file on which all new pages are based on.
 /Portals/_default/Templates/Default.page.template.
 
 If you find a hard coded icon here it should be easy to remove.
 I do not think that this will remove any existing page formatting though.
 

 Others may have other insights.

Thanks Ian - I have tried everything I can think of to change the portal tab icons, a sample of the Source code for the default template is below: 

 <border /> 
<iconfile />
 <alltabs>false</alltabs> 

Would this be where I would insert my client specific icon for the page tabs?  Currently every page on the site has the DNN logo next to the page name and I am going crazy trying to figure out how to make this simple change...that is if it is a simple change.

The other place to look - actually a better bet - is the menu css.  Not sure what version of DNN you are running or what menu it uses.
it would not be too difficult with some menus to cause a menu to override any local page settings.

A quick check with the Developer tools plugin for FireFox - view style information - might help.
