I'm running into this after upgrading from a previous version of DNN. The upgrade wizard worked fine (so I thought), but it's failing on Default.aspx.cs:line 298.

Sigh. This is why I avoid upgrading DNN at all costs.

I found a solution to this problem.

Open a dnn 6 web.config, check in the section <system.web> and copy all the section of <httpModules> and <httpHandlers>. Paste this in the section <system.web> of your dnn 7 web.config.

No more PortalSettings to null.
