I'd use a different file name, otherwise you need to identify, where it is cached (IIS, Proxy, Browser)

I think it is browser cached. I uploaded my file in page management. User downloads my file in menu but it is cached.
User downloads file via LinkClick.aspx . Link like this:
LinkClick.aspx?fileticket=Ud5qV6nCbWs%3d&tabid=122&portalid=0&language=en-US

How can i set it to avoid cache?

please make sure, you do not use dynamic caching in IIS for linkclick.aspx
