I just installed DNN and logged in as host.   Then create a new page, added a just and set permissions to page for administrators.   But now when I login as admin user the page is unavailable to user.   Everything is visible only to host login.    What did I do wrong?   How do I correct it?

All the pages have a lock on the permissions for Admin users, so I"m assuming they should have access.

Any help is appreciated.

most likely there is an issue with your database, you may try downloading http://dnnscript.codeplex.com/release... and running in Host > SQL. You'll need to restart DNN afterwards. However, due to the bad quality of the DNN database, there might be other issues affecting your site as well. sorry.
