On DNN7.4.2, in Admin -> Site Settings -> Advanced -> Messaging, there is a setting for 'Send Emails'.  If this is yes, based on the hover text, it seems that DNN would send an email to the user or users who are recipients of a message.  This doesn't seem to be happening, but other email notifications are happening.  Any thoughts?

there is an site setting for registration notifications, did you check the value?

Accepted Answer 
The issue was the email address for the Admin account, and the SMTP server not allowing emails through. Changing the email address on the Site's Admin account to be an email that the SMTP server is allowed to send through
