What's more interesting - have a look what this Cloudflare's own support page says:

CloudFlare will add a security cookie to any domain or subdomain that is being proxied by our service. In addition, since CloudFlare is already caching your static content by default, there really is no need to have a cookieless domain.

Steven,

There is one more important IIS caching setting which should be applied:
HTTP Response Headers -> Set Common Headers -> Expire Web Content ->After: X Second(s)/Minute(s)/Hour(s)/Day(s)

Have you by any chance overlooked that?

Any chance of your putting up your site's URL here so it could be inspected in dev tools? If not here, PM?
