I'm seeing a problem, in which, in one section of a website, a tiny menu with just View and Edit radio buttons is visible on top of the page, when visited by a non logged in user. The Edit button does nothing but refresh the page. The View button stays selected. The top page of this section doesn't show this issue. and just to double check, I did a "Copy Permissions to Descendents" on that page, but the descendent pages still show the tiny menu.

anyone seen this problem before?

How do I fix it?

Something on the page must have some permissions set incorrectly. Check both the page permissions and the permissions for each of the modules.
