No, you need to upload the file using FTP, WebDAV or RDP.

I don't see anything that indicates 'basic settings'.  Under 'basic features', there is 'site settings', but there is no reference to bindings.

In IIS Website configuration, when editing the website, you should find Bindings on the right hand side and you need to ensure to check the site associated with your domain name. In Basic settings you'll find the root directory (or switch to file view), and in the root of this folder, you should find robots.txt.
