We want members of a "FileManager" user group to be authorized to upload files to a PDF folder using the File Manager module.  We created the group, created a user, authorized the user, added the user to the "FileManager" group and gave access for the group to the PDF folder.  However that is not enough for the user who is a member of the group to upload files.  We must give the group "Edit Module" rights to enable the Upload option.  However this ALSO gives them rights to change the permissions of other groups and to give individual users rights to upload files. 

Is it possible to give a group the right to upload and delete files without giving them the ability to manage permissions?

no, not as far as I know - you could use a module such as the documents module instead which has more granular permissions and can support this.

please note that File Manager module is still an admin module targeting site administrators. if you need upload options, modules like Documents, Links, Form And List provide upload option as well (but not move/edit/delete of files).
