You have a couple of free open source modules/solutions that do what you want.

As Avinash has said, the default skin of dnn contains a container that you can use for a rotating banner.

On the Dnn install if you go to:

Portals > _defaut > Containers > Gravity you will see a container called "Banner.ascx", this will create a rotating banner, just copy the html code from the default install of the banner.

Another solution is to use a module to do what you are looking for:

Content Slider Module

JQuery Cycle Carousel

The 2 modules above use the Dnn interface which you use to add/edit/delete slides and the module takes care of the rest. This might be the best solution.

Always try new modules on a test install locally first before installing them on the productions install!
