I have a client that is using DNN Community Edition for a very small health center.

They have a number of contributors to the site that add articles, Blog Posts, etc... Health related. They want to alert their users of this content (not being done now) and send out a newsletter.

They would like to send out a monthly alert that summarizes (that links to the content of their site) or alerts users to the new content that has been created since the last alert... I guess you could say a "What's New"?  Does a module exist for this?

They also send out a newsletter every couple of months (via MailChimp)... the problem seems to be that it stretches out to about every 6 months simply because it's painful to compile the basic content for it...

So, I am thinking if there is a way to use the summary system of content... but 'steal' the summary and put it into their newsletter that month instead, it might make the newsletter happen on a more regular basis. Can anyone make any recommendations or even a better way to do this?

Lastly, can anyone recommend a module for newsletters with a newsletter history feature? They need to be able to let users view previous newsletters... seems painful to copy paste into an HTML module.

due to each module being responsible, it is not easy to compile a "what's new" list - and having a look at compiled lists like version history of DNN, this is missing prioritization and really boring. I suggest setting up a simple form and list module, where page editors enter the major changes they did, which can easily be edited/compiled and included in your newsletter.
