I was looking at all my settings options and there is support for notifications, but I didn't see any way for people to choose to be notified. Is every Registered User notified, or is there some way for users to optin?

You probably need to look deeper into the module...First, make sure the DNN Scheduler is setup to run the events notification background process.  Then, make sure notifications are allowed in the module settings.  For each event created, you can then choose to allow/setup the notificaiton (including email subject/message).  Finally, users need to view the event detail and a message/link will appear that allow them to receive a notication.
