It appears that non-administrators, even if they have Edit permission on the Event module, cannot add/manage locations or categories. (i.e., the "Edit Categories" / "Edit Locations" do not appear on the module pop-up menu.

I cannot find a setting that will allow this.  I have a user who wants to manage locations and categories, but I don't want to give her the administrator role.

Is there any way I can do this?  Thanks ...

You need to add the user to a security role (e.g. Event Moderators), and then assign that security role as the Moderation Role in the Moderation Settings of the Module.
