I've got a copy of the AdBlender Banner Manager running just below the Events module and when the Tooltip expands it pops "under" the banner.  I've tried bumping up the z-index number and adding "!important" to the class attribute of .Eventtooltipheader and.Eventtooltipbody, but nothing seems to help.

The Banner Manager z-index is 4 or below.

You can see this on the following page.  Hover over August 9th and you'll see the tooltip slide under the banner below.

According to this page - http://www.w3schools.com/css/pr_pos_z... - z-index only works on positioned elements. Adding 'position : absolute;' to the two tooltip classes should solve your problem. I added them in developer mode in IE on your site and it worked.
