How are event notifications supposed to work...  It appears the person creating the event controls who gets the notification.  I guess I would have expected to have a method for individuals with read only event access to sign up for event notification for any event they wanted and how much before the event.  Only the people reading the calendar know they want to be notified and when.  Or is that not the purpose of event notification?

Never got a response and cannot find this info anywhere.  Anyone point me in the right direction?

Can anyone describe the purpose of notification?  Is it really only to one person...

Good question. Did you ever find out an answer?!

Currently notifications are intended to allow interested site visitors to subscribe to an event and be notified 'xx' hours before the event is to occur.  This may be extended in the future to allow module admins to select site roles/users to be notified for events.  How do you want it to work?  Please describe the use case(s) in detail...
