Please note that 4.x has been sunsetted i.e. it is no longer being actively developed, so I would recommend you consider 5.x.

However, as to your question, you could check the changelog at support.dotnetnuke.com which will show all the changes per version, but I suspect what would be easier would be to read Joe Brinkman's blog @ http://www.dotnetnuke.com/Community/B... . Joe is release manager so for each new release he writes up the "whats new" of it which is a clearer english description of the scope and content of a release - a little easier to digest than a list of bugfixes/enhancements.

Off the top of my head the major enhancements were : addition of widget framework, integrated jquery, deny permissions, admin page delegation,soft delete users, module auditing and logging, google analytics, content workflow for html,module output caching provider, page output caching provider , module creation wizard and many more.
