I am getting "This application is currently offline. To enable the application, remove the app_offline.htm file from the application root directory."

Problem is the file is not there. I can put the file there or rename the backup I have to it and then remove it. But the site thinks it's still there.

is this a known issue? What woudl cause this? It happened after I edited some settings in a module.

followup.. it looks like Visual Studio will somehow do this when shutting down. I had loaded my site into VS2008 and made some changes to some custom modules. While closing VS, the system prompted me to save a file. All during the time VS was waiting for me to react to the save dialog, my site was returning the offline message even though the app_offline file did not exist!
