After update from 5.2.3 > 5.4 can now click register link and get redirected to profile (something i could not do under 5.30/5.31)

one thing i have noticed is My profile module is listed twice, below is from the modules table

ModuleID 441    My Profile    ContentItemID 4
ModuleID 442    My Profile    ContentItemID 5

also a regular user logged in gets the view/edit menubar at the top(does not give them edit permission.) i have noticed this in both an upgrade and a clean install

do i need to manually change the wed.config so i can see the new control panel and use the new rad html editor??

I personally think that the new control panel in DNN 5.4 is not very user friendly, confusing to use, slow & not optimized.

Try Oliver's "Advanced Dotnetnuke Control Panel".

Oliver's control panels are easy to use, looks great, fast loading & highly optimized.

If the Corp was smart, they would dump their control panel & include Olivers as it is by far, a more superior extension that would enhance the DNN framework. Im still not sure why DNN still does enbrace good community contributions.
