This table remnant from the admin tools is showing even after logging out all the time to all user after upgrading from 4.9 to 5.6.2.

How can I fix this.   Can this be due to an old skin?   If so can some let me know what I have to do to get rid of this.

Any help greatly appreciated.

To clarify a bit more. The black line where it shows home on the left and then the search box on the right should be the very top of the page for my site for a site visitor. Some how a portion of the admin control panel is being injected at the very top of the page for all to see.

Below is the extra HTML that is being injected at the top on my page. Any ideas on what may be causing this and how to fix this would be greatly appreciated. All else seems to be working fine.

<table id="Table2" width="100%" border="0" style="BORDER-RIGHT:#cccccc 1px dotted; BORDER-TOP:#cccccc 1px dotted; BORDER-LEFT:#cccccc 1px dotted; BORDER-BOTTOM:#cccccc 1px dotted" summary="Table for design">
