Thanks for the suggestions.  

I tried clearing the cache, no luck.  

Then I started to go through steps outlined for installing the RADEditor 6.0 only to find out that I cannot install anything either.  The links for "Install Extension Wizard" and the Install Button on the available extensions page (for the RAD Editor zip) both do nothing.  I get the feeling my upgrade did not go well.  It reported no errors, but nothing seems to work.  Do I need to upgrade any other technologies on the computer itself?

OK, got it working. I managed to get the installer working by making sure the debug was set to false in the web.config file. This was a tip I find in another thread (http://www.dotnetnuke.com/Resources/Forums/forumid/108/threadid/425273/scope/posts/threadpage/2.aspx). Once I had the abilty to install, I got the editor installed and it worked.
