When upgrading from 6.1.0 to 6.1.1, I consistently would get an error in the upgrade process

 Updating Config Files: 06.01.01 Error!

which then would produce a site with a screwed up skin/css making it practically unreadable both in IE9 and Firefox 8.

Just as an experiment, I created a blank 6.1.0 site from scratch (under ASP.NET 4.0).  Then I updated it to 6.1.1 without any changes to the site or configuration(s) other than what was needed for the upgrade.  I got the same Updating Config Files error as shown above.  If the site works under 6.1.0, what happens on the upgrade to 6.1.1?
