Also cannot move modules.  Doesn't save the changes.  I also have an old site.. upgraded from 4.x -> 5.x -> 6.x -> 7.x.  I have tried changing the host control panel.  It seems this topic is the same as other threads also below.

Not being able to move modules around on the page is very frustrating!  Any other things to try?!?

To solve the issue - open IIS Manager, browse to Server, Into Isapi/Cgi restrictions and set .NET 4.0 to allowed ....

Edit page and Controlbar now works like a charm .....

If this "hack" is required for any upgrade to 7.x (in my case it was 6.2.7 to 7.0.5) to work, can the people at DotNetNuke please add this to the documentation? Something as obvious as this is a deal breaker. It basically warns anyone with a pre-existing version of DotNetNuke not to upgrade to 7.x.

I am having a simular problem after upgrading from 06.00.03 to 07.00.05 I can move modules around and I can see the icons for editing the actual edit menu does not display I have tried iconbar / ribbonbar and controlbar all with no affect I have tried adding the extra info to modules in the webconfig as per the wiki I have created a new page with the built in template I was going to post a screen shot but not able to upload with the image manager?
