I upgraded from version 5 to version 7 and I can only add a module to an Admin page.

I tried the following:

Updated web.config - <modules runAllManagedModulesForAllRequests="true">

Changed "Control Panel" to RibbonBar. Then I can switched to Edit Mode

To solve the issue - open IIS Manager, browse to Server, Into Isapi/Cgi restrictions and set .NET 4.0 to allowed ....

Edit page and Controlbar now works like a charm .....
