I discovered that I had checked the Use Hosted jQuery Version under Host Settings > Advanced Settings > jQuery Settings. Well it turns out that the version of jQuery for DNN 6.1.2 at the time was 1.6.4.

DNN 7.0.5 currently uses 1.7.2.

Once I changed the Hosted jQuery URL to http://ajax.googleapis.com/ajax/libs/... the Module Action Menu worked fine.

I confirm this solved it for me

What about for version 7.0.6? I just tried this fix and it does not seem to do the trick. It works find for the admin people but just a basic editor for a module still dropping to the bottom of the page. Trying to come up with a fix for this issue.
