I was upgrading a dot net nuke install from 4.1 to 7.03.02 (this server was basically neglected for ages).  When I ran the upgrade I ran into the following error 

Error 1 Could not load file or assembly 'Telerik.Web.UI, Version=2013.2.717.40, Culture=neutral, PublicKeyToken=121fae78165ba3d4' or one of its dependencies. The located assembly's manifest definition does not match the assembly reference. (Exception from HRESULT: 0x80131040)

I went and fixed all the references to match the version of the Telerik.Web.UI version on the dll.  I'm sure I found them all, but I continue to receive the above error.  Is there somewhere else I should be searching that would cause the website to load the version of the dll?

I'm guessing your permissions aren't correct and the web.config was not updated - typically this updates automatically to add an assembly binding redirect which redirects "old" telerik references to the new ones i.e.

<dependentAssembly> <assemblyIdentity name="Telerik.Web.UI" publicKeyToken="121fae78165ba3d4" /> <bindingRedirect oldVersion="2008.0.0.0-2020.0.0.0" newVersion="2013.2.717.40" /> </dependentAssembly>

Did you follow suggested upgrade path - usually upgrades from DNN 4 to 7 don't succeed in a single step.

That may be the case, but I went in and manually added the assembly redirects. Does that not work?

I don't think I followed the upgrade path correctly, after reviewing it. I do have a backup of the site. Would just replacing that in /inetpub/wwwroot// and starting the upgrade path again be beneficial? Also, where can I find which version of DNN is currently installed, given that the site won't load and I can't reach the admin panel.

To restore previous situation, delete all existing files and folders in your DNN directory and replace with files from backup.
If you are using an attached database, you also need to restore database from backup taken the same time.
