Does anyone know how to resolve this issue?

I'm also getting these Script errors:

TypeError: undefined is not a function

Looks to me as an permission issue (have you complete inherited the permissions from your root Folder to all subfolders and files?

Have you unblocked the downloaded upgrade package before upgrading?

It can also be happend if the Skin or any modules on the site have it own jQuery and jQueryUI librarys.  If it is possible try to debug the script using the developement Tools of your browser or in Visual Studio (if you are a developer).

Looks to me as some files are not upgraded and the page still loaded the old Version, or you need an IIS reset to clear Server Cache. also try to clear your browser Cache and temp page files..

Scott,
I would encounter this if I upgraded from 7.0.6 directly to the latest version.
Applying the incremental upgrades worked for me.

I don't have a backup of 7.0.6.
How would I go about applying the incremental upgrades.
Interestingly enough I have the same problem with a new 7.3.2 install.
