I have a 3.x website that i am upgrading to a 7.3 site.  I have upgraded the site which required splitting the on original module out into approx 20 new modules.  This means that all of the pages are new as well.  

Is there any way to export the page and menu structures from one portal or site and use it create the menus and portal setting in another site?  otherwise i have to basically rebuild each site after the upgrade by hand.

Thanks for any help or suggestions

I would rebuild the site. It will be cleaner, and you'll probably be happier at the end.
