Upgrade from DNN6 to DNN 9, get 500 Error and FIPS realted error

Hello,

I recently upgraded a working DNN6 site to DNN9. The upgrade ran without error. But when I attempt to login as with the host/admin user account now I get a 500 error and the log has a fatal error (snippet below)

[Thread:11][FATAL] DotNetNuke.Framework.PageBase - An error has occurred while loading page.

System.Reflection.TargetInvocationException: Exception has been thrown by the target of an invocation. ---> System.Reflection.TargetInvocationException: Exception has been thrown by the target of an invocation. ---> System.InvalidOperationException: This implementation is not part of the Windows Platform FIPS validated cryptographic algorithms.

at System.Security.Cryptography.SHA256Managed..ctor()

Any ideas?

Here's the full error with the call stack - looks like the FIPS error is coming form this "BeaconService"
