I am trying to upgrade my site from 7.4.1 to 9.1. I setup a working copy of my live site on my development server which is using  IIS 8.5 & sql 2016 sp2

I am doing it in steps so first step is to 8. I have tried a number of times (I restore backup of DB in between) with the same result. 

On the first try the update hangs at 45%. If I refresh the page it says versions are the same, no update needed however if I enter login credentials again I get  get FK errors, here is the first one

The DELETE statement conflicted with the REFERENCE constraint "FK_TabModuleSettings_TabModules".

I have set 'on delete cascade' for the tables at issue but continue to have the problem. 

Any ideas? Thanks!!
