I would like to build a module which the editor would enter some config for, then use the config values to retrieve data from a web service. I assume I would put this on the Edit.aspx page, but how do I get the value?

This would be used, for example as a channel page, the Content Editor would create a page using a template with the module, enter the channel number and save, and on view the web service would retrieve the schedule data for that channel and display it in a grid.

Apologies if this is obvious, but I am just getting started with DNN.

I would recommend you check out the Module Development videos in the video library

Specifically the 25 part series that walks you through module development
