I recall answering a question on this same topic a few days ago . . . here it is:

As far as I know there is no way to add name/value pairs to portal settings in the dnn manifest. Custom permissions and modifications to web.config, yes. Portal Settings, no.

Thanks for the reply.

Does DNN provide a way to add name / value pairs to PortalSettings? Why is there a GET and an UPDATE to the PortalSettings and NOT an ADD method?

Update takes the place of separate Add and Update methods. If the setting name does not already exist in PortalSettings, Update adds it.
