I have a production running DNN 07.03.00 (499)

And a development running DNN 07.02.02 (303)

How to update my dev to the same version as prod?

the easiest way is to backup the production database and files and copy them to your dev environment and restore (and update the connectionStrings in web.config) -the wiki has a page detailing some common alternatives - http://www.dnnsoftware.com/wiki/page/...

if you Need Content to be different as existing, you may just apply DNN 7.3.0 upgrade package to your development installation
