The following is from Reusable DotNetNuke jQuery Plugins (emphasis added)

While the registration method above takes care of requesting registrations for both jQuery and jQuery UI, the jQuery in DotNetNuke page contains details about registering jQuery or jQuery UI individually.

So, despite the fact that this wiki page indicates that RequestDNNPluginsRegistration() registers both jQuery and jQueryUI, I've also tried to initialize this module with RequestRegistration() (jQuery) and RequestUIRegistration() (jQueryUI) to no effect.

It seems like the point I'm not getting across is that the dnnToolTip does work when I'm logged in, but not otherwise.  If this were a problem with the registration of jQuery, why would my authentication status make a difference?  It seems like there's something going on with jQuery registration based on authentication....

I've now isolated a javascript error that is occuring when not logged in:
Uncaught TypeError: Object [object Object] has no method 'hoverIntent'      dnn.jquery.js:1

ah, in that case please log this as an error at support.dotnetnuke.com so we can look into it - i had assumed that it was simply jquery being missing (as jquery is automatically there when logged in because of the ribbonbar) but there may be more to it that this.
