I’m looking to implement the version upgrade test found within the Host --> Extensions page.   Can this be done with Custom Extensions?

Do you mean the version upgrade notification? (when a new version of a module is availalbe)

This is handled through the Update service for DNN. I'll see if we have any documentation around on how this works for custom developers.

 Within my market and business situation, I'd prefer not to publish the install on snowcovered.com  Can this version and download location be routed to my own site?

At this point no, there isn't a way to tie into it without having your product on the Forge or The Store.

You would have to make modifications to the core to do this.

You could always build something similar into your own modules though, so that they checked/displayed if there was an upgrade available (perhaps through your module settings interface)
