You can write code to programmatically add items to the DNN menu. Tours could appear in the main menu.

I thought about this and the real issue is when does the code execute? If the tour maintenance was done in DNN, then the add/subtract of the menu items could be done at that time. If not it gets a bit tricky, since when the site it hit the menu items will be whatever was there last, and you could rebuild the menus at that time but it could be confusing to the user. i'm sure the user expectation is that all the available tours are shown when they first hit the site.
