what im trying to achieve: how do i post local dnn site temporary on internet so i can test paypal notify url?

its possible with default local website, but not with dnndev.me 

using https://ngrok.com/

accessing dnn site by ip address gives an error

dnndev.me is 127.0.0.1. You will need a portal alias entry to match whatever the user types in their browser's address bar.

DNN Website Alias needs to match the calling domain address, i.e. if you want to access your dev site by http://ngrok.com/, you need to add ngrok.com as website alias in Admin > Site Settings (2nd tab) and bind the IIS website to this address (or use a catch all on the IP address), as well as making sure in DNS, ngrok.com is routed to the IP address of your machine. If you'd like to use https, you also need to install an SSL certificate and bind port 443 to your IIS website.
