I have created a Library extension with an associated Javascript Library extension.  They are both contained in the same manifest and zip file.

There are a number of assemblies in Library extension and these should be generating Binding Redirects in the web.config.  The log listed as the extension is installed says that this is happening but the entries in the web.config are never created.   The assemblies are copied to the bin folder.  Since one of the assemblies in Newtonsoft.Json DNN immediately crashes after installation.  I've checked the source code and it would appear that XmlMerge.ApplyXmlMerge is return true even though it is failing to update the web.config.

I haven't been able to compile the Dnn.Platform ("vbc.exe" exited with code -2146232797.) or I would have been able to debug this part of the code.  Can anybody suggest what's going wrong here?
