You cannot migrate users from/to a different DotNetNuke website by simply adding rows to the DotNetNuke Users table. There are at least 6 tables directly involved in user management. These tables are related by foreign key constraints which require that records must be added each of these tables in a particular order with valid links between tables. Also, even if you can figure out the series of SQL statements to do this, there is the problem thast the machine keys (defined in web.config) are different for the export and import installations. These keys control the encryption/decryption/validation of user passwords. Modification of the imported user's password salt and password stored in the database must be done via code (not SQL) based on the old and new site's machine keys.

I would recommend looking into a user import/export module such as the one from Data Springs. It and several others are available on snowcovered.com.
