Does this means that if one make a customization (change) of language pack signed in as Administrator on a single portal, that changes that one made will affect only this portal not any other portal in same DNN instalation using that language ?

Yes, excepted that you will only affect one portal if you use the command under 'Admin' menu (you can be logged in as Super User or Admin, what is important is the way you access the language editor, not the user logged in). Sebastian and others will correct me if I am wrong.
If you want to modify it for all portals, do it under 'host menu'. But beware, if you use the language editor in "host" or "admin" mode, you get customizations that do not get overwritten on installations of the module or any language pack (for me it is problematic, but maybe this is what you are searching for).

If this is so, that means that we can change resx files per portal to reach our needs. Is it possible to have modules in which we can make changes per instance (module ID)? If it is, is there any available (core, free or buy) ? And where?

Another solution, for example if you want to use the FAQ module more than once on the site, make a special container with the content having a unique id and then add the following CSS to your skin...

#MyUniqueContainerID span.SubHead {display:none;}

This allows you to selectively turn Q/A on and off meaning that if you want them off on one page and on on another you can!
