Can someone please tell me why the feed at this URL http://rss.scout.com/rss.aspx?&nid=75&cat=8# will diplay in the Newsfeed module, but will not display in the Feed Explorere module.  If I use it in the Feed Explorer as it is I do not even get the tabs, but if I replace the & with & I get the tabs and a blank page.

I've added a ticket in Gemini about this:

I had hoped that this would be looked at for the 4.8 release but it didn't make it. The Feed Explorer module doesn't have it's own Forum or Project so it's pretty difficult to get any answers on this one.

Well, I don't know how your newsexplorer is setup, but this link works in my v4.5.5 module. 

In my setup, I use the custom opml text option, and put the following code in custom opml textbox:

You'll notice that the special character & is replaced with &amp;  and that may be the source of your problem.  Also, note that the opml file has strict formatting, so review your setup and try it again.  if it still doesn't work, post your opml.

Here's my OPML which uses a feed from Ventrian as an example...

Also in your example most of the feeds are displayed with "You are viewing a feed that contains frequently updated content. When you subscribe to a feed, it is added to the Common Feed List." - that's in IE7.
