I've created a survey and I'm trying to delegate management to a superuser, and granted view and edit permission to him on the module setting page.  But he's telling me he is not getting a settings choice on the control menu for the survey.  I cannot grant permissions at the page level, he only has view on the page settings.  Is this by design?

Tell him to make sure he is in Edit mode for the entire site (usually this is in the upper left hand corner of the screen when logged in).

The choices are View, Edit, and Design. He needs to be in Edit to see the option to edit the Survey.
