Is it possible (and how) to require users to take a survey before continuing to a download / repository page ??
Is there any other survey module that can be used for this?

I was thinking that maybe the survey module could upgrade the user to another group after answering the questions or maybe having the download module check the survey table, that the user has completed the survey.

Any ideas are welcome..

No, you can't do this with the Core survey module but that would be a nice feature.

I can't think of anything "off the shelf" that allows this kind of functionallity.  You may need a custom solution.
