As a module developer myself, I knew the module Settings feature of reassigning the page is something acquired through the inherited class. I did not state this in my post because on my several installations there does indeed seem to be something wrong only with the Repository module on every DNN version from 3.1.1 to 4.0.1 with or without several other modules.

The rather graceful no-op behavior led me to suspect that the Repository module needed to do something unorthodox that muted an inherited method.

As soon as I find a mirror with the source (thank you very much) I'll see if I cannot be of more help in pinning things down.

Good catch. One of us will do some testing with the solution you mentioned and put it in for fixing.
