it's in the App_LocalResources/Repository.ascx.resx file

Thanks! It works for the repository. I changed dashboard one. It does not work. Is it the same text "All Items"?

The Dashboard can be slightly confusing because it's actually a second separate companion module.  The resource file you need to change  is /DesktopModules/Dashboard/App_LocalResources/RepositoryDashboard.ascx.resx

The key is
AllowAllFiles
