Is there any way to access and download the files stored in the Repository module from another application?

I have a VB.Net Windows application, and I'd like to present the user a list of files stored in the repository, and automatically download files as the user chooses.  

I had thought this would be straightforward by enabling RSS on the Repository, and using the feed.  Listing the files seems a piece of cake, but actually getting a file seems to be another matter.  The RSS feed XML does contain a link, but that link seems to only take you to the page that the RSS file is hosted on.

Any pointers?
