I have edited my template.html to include the [DOWNLOAD] tag to link to a URL. But only the Admin or Host can see the link text on the listing. I am aware of the Roles setting issue. I have not used Roles in any of the XML files. Is there a default setting on this tag? Any other suggestions?

I have:
<Object>
<Token>[DOWNLOAD]</Token>
<Settings>
<Setting>
<Name>Target</Name>
<Value>NEW</Value>
</Setting>
</Settings>
</Object>

On the module settings page, in the Repository section, which checkboxes do you have checked for 'Download' roles? and which "Roles setting issue" are you referring to?

Ok, I was thinking "URL" and not "Download". Setting this option to All corrected my issue.

The Roles issue is the same settings except via the XML file. From the Guide page 40:

NOTE:  ALL tags support a special XML setting called Roles.  Setting this Value for any Tag to a comma delimited list of Security Roles will restrict rendering of that Tag to users who are in at least one of the roles.  For example:  Setting the Roles value for the [DOWNLOADCOUNT] tag to “Administrators” will only display the number of downloads to members of the Administrators role.
